Summary:

Election preview. It is expected that President Putin will take advantage of the post-election period to make changes to the cabinet and, very likely, amongst senior officials in the Administration and within state organizations. In this note we take a preliminary look at some of the potential changes. We also highlight what may result from personnel changes in terms of policy priorities and implementation of changes both at a national policy level and at individual ministry levels. We will follow up with a more detailed assessment of each once the changes are known and can be properly assessed.
